If the idea behind it is that you can change your feelings through strategic reasoning, can it work when you want/need to fall out of love with someone?

Yes, I believe so. If you connect the thought of that person with something else you do not like or with bad memories, you could probably condition yourself to “fall out of love” with that person. Make sense?
Fall out of love?
Nope.
But it will help you forget about the pain.
It will help you neutralize what you’re feeling.
